NCAA fines RwandAir N15m over unresolved baggage complaint

The Nigerian Civil Aviation Authority has imposed a N15 million fine on RwandAir after the airline failed to resolve a passenger’s baggage complaint within the timeframe required by aviation regulations.
The sanction was announced on Friday by Michael Achimugu, the NCAA’s Director of Public Affairs and Consumer Protection, in a post on X.
“The NCAA has sanctioned Rwand Air for consumer protection-related infractions,” Achimugu said.
He said the penalty was specifically linked to the airline’s handling of a passenger’s baggage complaint.
“The airline has been fined a sum of FIFTEEN MILLION NAIRA for its failure to resolve a baggage issue within stipulated timeframe.”
Beyond the financial penalty, the NCAA ordered RwandAir to replace the passenger’s damaged luggage and pay $170 in first-need compensation.
The authority said the directives were issued under Part 19 of the NCAA Regulations 2023, which sets out consumer protection requirements for airlines operating in Nigeria.
The latest action is part of the regulator’s continuing enforcement of passenger rights in the aviation sector.
In February 2025, the NCAA warned that airlines that continued to disregard consumer protection rules would face sanctions.
The warning followed a series of enforcement actions against operators over complaints involving passengers.
In December 2024, the regulator sanctioned Air Peace, Ethiopian Airlines, Arik Air, Aero Contractors and Royal Air Maroc for various breaches of Part 19 of the NCAA Regulations 2023.
The infractions included delays in processing refunds, failure to respond to NCAA directives, missing or mishandled baggage, short-landed luggage, as well as complaints relating to flight delays and cancellations.
The NCAA has also previously penalised Saudi Airlines N6 million over consumer protection violations.
According to the authority, that sanction followed the airline’s failure to resolve several outstanding complaints and comply with the regulator’s decisions despite being granted additional time.
The latest fine against RwandAir signals the NCAA’s continued push to hold airlines accountable for how they handle passenger complaints and fulfil their obligations under Nigeria’s aviation regulations.
