Security reform took centre stage on Saturday as Oyo State Governor Seyi Makinde outlined his vision for tackling insecurity while accepting the presidential nomination of the African People’s Movement (APM).

The governor maintained that lasting solutions would require constitutional changes that give states greater authority over security matters.

Speaking in Ibadan, Makinde argued that although governors are designated as Chief Security Officers of their states, they lack direct control over security agencies, limiting their ability to respond effectively to security threats.

He expressed concern over the continued abduction of residents and schoolchildren, describing the situation as a painful reminder of the shortcomings of the current security structure.

Makinde said governors should not be held fully responsible for security outcomes when they do not possess the constitutional powers needed to direct security operations.

Looking ahead to the 2027 presidential election, he pledged to pursue comprehensive reforms if elected, including the decentralisation of security management to enable states play a more active role in protecting lives and property.

According to him, Nigeria requires a new approach to governance and security built on accountability, competence and the capacity to act decisively in times of crisis.

By Robert Egbe

In 2009, Brazil banned electronic smoking devices (including e-cigarettes, heated tobacco products, and other emerging nicotine delivery systems. However, a loophole in the law left open a pathway for Big Tobacco and their allies to seek approval if they could demonstrate that their products were safe.

Nearly two decades later, none has succeeded.

Brazil’s health regulator, ANVISA, required tobacco and nicotine companies to provide scientific evidence supporting claims that these products were “reduced risk”, and “harm reduction” substitutes for smoking, or treating tobacco addiction. The industry failed to meet to those criteria. Instead, evidence showed that these products carry significant public health risks, particularly for young people.

As the world marks World No Tobacco Day (WNTD) on May 31, the tobacco industry is once again attempting to rebrand itself through a parallel campaign it calls “World Vape Day.” Unlike World No Tobacco Day, which was established by the World Health Organization (WHO) to highlight the devastating health, social, economic and environmental consequences of tobacco use, World Vape Day enjoys no recognition from the WHO, the United Nations, or any credible international public health body.

It is, at its core, a deadly marketing scam.

The campaign seeks to portray vaping products as modern, safer, innovative alternatives to cigarettes while downplaying the risks associated with nicotine addiction. This framing has gained traction in some countries, with troubling consequences. Over 100 million people worldwide now use vaping products, including an estimated 15 million children and adolescents. WHO data show that children are now, on average, nine times more likely than adults to vape. At least 15 million teenagers aged between 13 and 15 already vape, based on surveys from 123 countries, raising concerns about a new generation becoming addicted to nicotine.

Nigeria is not immune.

A February report by Corporate Accountability and Public Participation Africa (CAPPA) found that Big Tobacco and its allies have exploited loopholes in Nigeria’s tobacco control laws to flood the country’s retail and digital spaces with no fewer than 573 new and emerging nicotine products. Many are packaged, flavoured and marketed in ways that appeal to young consumers. The findings align with broader evidence of youth targeting by the tobacco and nicotine industries.

In 2024, an investigation found that vendors in parts of Abuja were selling cigarettes, vapes and related products to schoolchildren, including those wearing their uniforms, despite laws prohibiting sales to minors.

In Nigeria, as elsewhere, the consequences are serious. Over 25,000 children between 10 and 14 years are daily tobacco users, while nearly 30,000 Nigerians die of tobacco related illnesses annually, a fraction of the over 7 million global smoking deaths.

One of Big Tobacco’s most prominent public relations hoaxes is the misleading “Quit Like Sweden” campaign, which falsely attributes Sweden’s declining smoking rates to widespread use of snus and nicotine pouches.

But Sweden’s CancerFoden (the Swedish Cancer Society) firmly repudiates this claim, affirming that there is no evidence that snus is responsible for the decline in smoking. Rather, Sweden’s success is attributable to decades of comprehensive tobacco-control measures, including increases of tobacco taxes, age limit on tobacco and nicotine use, ban on tobacco advertising, oversight mechanisms, limiting availability, reducing social acceptance through smoke-free schools, restaurants, bus stops and other outdoor spaces, and cost-free smoking cessation services. Similarly, the Swedish Public Health Agency states that daily cigarette smoking has declined in Sweden since the 1980s. This decline coincides with the extensive tobacco prevention work carried out during the same period.

What the industry conceals is that e-cigarettes and other so-called smoke-free nicotine devices are gateway drugs to smoking, and lung cancer risk. Many young people who begin with vaping products later transition to cigarettes, worsening their nicotine dependence.

This explains why dozens of countries have moved to restrict or prohibit vaping products. Today, at least 47 countries ban their sale entirely. Public health authorities and public health advocates continue to warn that nicotine is highly addictive and particularly harmful to children, adolescents and young adults whose brains are still developing.

The WHO has repeatedly warned that tobacco and nicotine companies are deliberately designing products to make them more appealing, easier to use, and harder to quit, especially for young people.

Governments are also increasingly noting the danger. Across the world, national and subnational authorities have filed lawsuits against tobacco companies to recover healthcare costs associated with smoking-related illnesses.

In Nigeria, the Federal Government and the states of Kano, Oyo, Lagos, Ogun and Gombe are pursuing claims reportedly worth more than ₦10 trillion against British American Tobacco, alleging negligence, fraud and other misconduct related to the manufacture and marketing of tobacco products.

This year’s World No Tobacco Day coincides with the Make Big Tobacco Pay Alliance’s Global Week of Action Against Tobacco, a coordinated international campaign demanding accountability for the health, economic and environmental harms caused by the tobacco industry.

The theme of WNTD 2026, ‘Unmasking the Appeal: Countering Nicotine and Tobacco Addiction’, could not be timelier. Behind the sleek packaging, fruit flavours, social media campaigns and celebrity endorsements lies the same objective that has driven the tobacco industry for decades: recruiting new users for its products of death and disease, and sustaining addiction. The public must not be deceived. World Vape Day is not a public health initiative. It is a marketing scam that deserves continued unmasking and rejection.

Egbe, a public health advocate at Corporate Accountability and Public Participation Africa (CAPPA), writes from Lagos.

One of Canada’s most closely watched criminal cases has taken a major turn after a man accused of operating a global assisted-suicide network pleaded guilty in court.

Kenneth Law entered the guilty plea in an Ontario court after prosecutors agreed to withdraw a number of murder charges linked to the case. Sentencing is expected in September.

The court heard that Law admitted responsibility for assisting in the deaths of 14 people in Ontario and acknowledged his role in supplying materials connected to dozens of deaths in the United Kingdom.

Authorities said the case spanned several years and involved individuals across multiple countries, including Canada, the United Kingdom, the United States, Australia, New Zealand and Italy.

The prosecution told the court that Law operated websites that targeted vulnerable individuals around the world, prompting concerns about the regulation of harmful online content and the challenges of policing cross-border digital activities.

Investigators alleged that more than a thousand packages were distributed to people in dozens of countries before the websites were eventually shut down.

The case has drawn international attention and renewed calls from families and advocacy groups for stronger safeguards to protect vulnerable people online.

Law is expected to be sentenced later this year.

The conviction comes after allegations against the 57-year-old priest sparked investigations into claims of sexual abuse and exploitation.

Reports indicate that prosecutors argued Odiong used his position as a cleric to prey on vulnerable women.

A jury in Waco found him guilty of one count of first-degree sexual assault and two counts of second-degree sexual assault after hearing testimony from the victims during the trial.

Under Texas law, Odiong faces the possibility of life imprisonment on the first-degree charge, while the additional convictions carry prison terms of between two and 20 years each.

Sentencing is scheduled to begin on Monday.

If jailed, Odiong will become the second priest linked to St. Anthony of Padua Catholic Church in Luling, Texas, to be convicted in recent years over sexual assault-related offences.

Nigeria’s National Assembly has pledged continued support for President Bola Tinubu’s efforts to improve security and implement reforms aimed at strengthening the nation’s economy.

Senate President, Godswill Akpabio, made the pledge after leading principal officers of the Senate on a Sallah visit to President Tinubu at his Lagos residence.

Akpabio said the country’s security situation had improved compared to previous years, noting that large-scale insurgent activities and coordinated bomb attacks had significantly reduced. He, however, acknowledged that more work was needed to protect vulnerable communities and public spaces.

He revealed that the National Assembly is considering a framework for state police that would allow states to play a greater role in security while operating under national oversight.

The Senate President also urged Nigerians to support security agencies by reporting suspicious activities within their communities.

On the economy, Akpabio praised Tinubu’s reforms, including the removal of fuel subsidies and the unification of exchange rates, saying they had helped reposition the country for growth.

He highlighted major infrastructure projects such as the Lagos-Calabar Coastal Highway and the Lagos-Badagry-Sokoto road corridor as key drivers of economic development.

With millions of adolescents already using tobacco products, the World Health Organization (WHO) is warning that the next generation faces a growing nicotine addiction crisis unless urgent action is taken.

The warning comes ahead of World ‘No Tobacco Day’ on May 31 and follows new data showing that an estimated 40 million children aged 13 to 15 are currently using tobacco products worldwide.

According to the WHO, the growing popularity of e-cigarettes and nicotine pouches among young people is being driven by weak regulations, attractive flavouring and aggressive marketing campaigns on social media platforms.

The organisation has accused tobacco manufacturers of targeting younger consumers with highly addictive nicotine products, warning that nicotine exposure can interfere with adolescent brain development and increase the risk of long-term addiction.

Health officials also expressed concern over the rapid growth of nicotine pouches, which are among the fastest-expanding nicotine products globally. The WHO noted that many countries have yet to introduce regulations governing their sale and promotion.

The agency said manufacturers are exploiting these regulatory gaps through colourful packaging, sweet flavours and influencer marketing designed to appeal to children and teenagers.

To address the trend, the WHO is urging governments to ban flavoured nicotine products, prohibit all forms of advertising and sponsorship, strengthen smoke- and vape-free public space laws, and step up enforcement against violations.

The organisation highlighted Rio de Janeiro in Brazil as an example of successful intervention, citing stricter enforcement against e-cigarette sales, updated smoke-free regulations and public awareness campaigns.

The WHO says tobacco use remains one of the leading causes of preventable death worldwide, claiming more than seven million lives annually through diseases including cancer, cardiovascular conditions and chronic respiratory illnesses.

It also called on tobacco and nicotine users around the world to use World ‘No Tobacco Day’ as an opportunity to quit and seek support in overcoming addiction.

Fresh controversy has emerged within the Peoples Democratic Party (PDP) over plans by a rival faction to endorse former President Goodluck Jonathan as the party’s presidential candidate for the 2027 election.

A faction of the party, backed by Federal Capital Territory Minister, Nyesom Wike, and led by Abdulrahman Mohammed, has distanced itself from the move, describing it as unauthorised and misleading.

In a statement issued in Abuja, the faction’s National Publicity Secretary, Jungudo Mohammed, said no recognised organ of the party had approved or scheduled such a convention.

He maintained that the party had already concluded its statutory primary elections for the presidency, National Assembly, governorship and state assembly positions in line with INEC guidelines, the Electoral Act and the PDP constitution.

Mohammed urged party members, supporters and the public to disregard reports of any convention aimed at affirming Jonathan’s candidacy, describing them as false and capable of creating unnecessary political tension.

The faction also called on former President, Goodluck Jonathan, to publicly dissociate himself from the planned event to protect the integrity of the democratic process and preserve his credibility.

It further urged security agencies to investigate those behind the reports and take appropriate action against individuals using the PDP’s name for unauthorised political activities.

Reaffirming its commitment to internal democracy, due process and the rule of law, the faction advised the public to rely only on official party channels for information regarding PDP affairs.

While the Turaki-led faction is pushing for Jonathan’s adoption, the Mohammed-led leadership had earlier endorsed former Senator Sandy Onor as its consensus presidential candidate for the 2027 general election.

President Bola Tinubu has commissioned a series of healthcare projects across Nigeria as part of activities marking the third anniversary of his administration.

The projects, spread across the six geopolitical zones, include specialist hospitals, primary healthcare centres, emergency response systems, immunisation facilities and medical laboratories aimed at improving access to quality healthcare.

Among the projects inaugurated was the Bola Tinubu Specialist Complex at the Federal Medical Centre, Jabi, Abuja. The President also launched a new emergency ambulance fleet under the National Emergency Medical Service and Ambulance System (NEMSAS), designed to strengthen emergency medical response nationwide.

Other projects commissioned include upgraded health facilities in Kano, Katsina, Sokoto, Delta, Enugu, Akwa Ibom, Kaduna and Borno states, as well as the Lagos Immunisation Supply Chain Hub.

Speaking during the virtual commissioning ceremony, President Tinubu said the investments reflect his administration’s commitment to strengthening healthcare delivery and reducing the need for Nigerians to seek medical treatment abroad.

The projects form part of the Nigeria Health Sector Renewal Investment Initiative, which aims to improve healthcare infrastructure, emergency response services and access to quality medical care across the country.
