UAE, Malaysia, Rwanda Partner to Boost AI in Global South

The United Arab Emirates, Malaysia, and Rwanda have signed a strategic partnership aimed at accelerating the adoption of artificial intelligence (AI) across the Global South.
Formed under the umbrella of the Centre for the Fourth Industrial Revolution (C4IR) global network, the collaboration seeks to advance ethical AI development and governance, ensuring that emerging economies benefit from AI’s transformative potential.
As part of the agreement, the three countries will expand the C4IR AI Fellowship Program—a knowledge-sharing platform originally launched by the UAE and Rwanda at the 2024 World Economic Forum in Davos.
With Malaysia now on board, the initiative will deepen international cooperation, enabling talent exchange, joint projects, and the creation of responsible AI governance frameworks led by Global South nations.
The Memorandum of Understanding (MoU) was signed in the presence of His Excellency Omar Al Olama, UAE Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications, and His Excellency Gobind Singh Deo, Malaysia’s Minister of Digital.
The Global Centre for the Fourth Industrial Revolution Network serves as a collaborative platform that unites public and private sector stakeholders to harness the benefits of emerging technologies for society, while effectively mitigating associated risks.
