NUPRC: Increased Benefits for Oil Communities Helping Reduce Attacks on Oil Facilities

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has attributed a decline in attacks on oil facilities to increased financial benefits flowing directly to host communities under reforms introduced by the Petroleum Industry Act (PIA).

The Commission made the disclosure while commemorating the 2026 World Environment Day, highlighting what it described as the growing impact of community-focused initiatives on the stability of Nigeria’s oil and gas industry.

According to the regulator, the Host Community Development Trust (HCDT) framework has strengthened relationships between oil-producing communities and operators by ensuring that a greater share of industry resources reaches the areas most affected by exploration activities.

The Commission noted that the initiative is helping to reduce incidents of vandalism, sabotage, and attacks on critical oil infrastructure, challenges that have historically disrupted production and contributed to environmental degradation across the Niger Delta.

“Oil-producing communities are now receiving greater benefits from petroleum operations, creating stronger incentives for the protection of oil assets and reducing the frequency of attacks on facilities,” the agency stated.

The NUPRC explained that the programme forms part of broader government efforts to create a more sustainable operating environment for the petroleum industry while balancing economic development with environmental responsibility.

Under the Petroleum Industry Act, oil-producing communities receive direct funding through Host Community Development Trusts financed by three per cent of the actual annual operating expenditure of upstream petroleum companies. The mechanism was introduced to ensure that communities hosting oil operations benefit more directly from industry activities.

In addition to the Host Community Development Trusts, oil-producing states continue to receive allocations through the constitutionally backed 13 per cent derivation fund distributed from federally collected oil revenues.

Communities across states including Akwa Ibom, Bayelsa, Delta, Rivers, Edo, Ondo, Imo, Abia, and Anambra are among the beneficiaries of the various intervention frameworks.

Beyond community development, the Commission also highlighted progress in environmental management within the oil and gas sector.

According to the NUPRC, Nigeria has significantly reduced routine gas flaring over the past three decades, with flare levels dropping from more than 80 per cent approximately 35 years ago to about seven per cent today.

The Commission said operators are now required to integrate gas utilisation and gas management strategies into their Field Development Plans, a move aimed at reducing waste, lowering emissions, and maximising the country’s natural gas resources.

As part of Nigeria’s climate commitments, the regulator also disclosed that it recently directed oil and gas operators to strengthen Measurement, Reporting and Verification (MRV) systems for methane and greenhouse gas emissions.

The directive is expected to improve transparency, support emissions tracking, and align industry operations with global environmental standards.

The latest update comes as Nigeria intensifies efforts to attract investment into the upstream sector while pursuing cleaner and more sustainable petroleum production practices.

Industry observers say the combination of direct community participation, environmental reforms, and stricter regulatory oversight could play a crucial role in reducing conflicts, protecting infrastructure, and boosting long-term oil production.
