2025 Budget: Lawmakers Clash Over Tinubu Invitation on Implementation

The implementation of the 2025 budget took centre stage in the House of Representatives on Wednesday as lawmakers engaged in a heated debate over delayed funding for Ministries, Departments and Agencies, with a proposal to invite President Bola Tinubu sparking a rowdy session.

The debate began after the member representing Aba North and South Federal Constituency, Alex Ikwechegh, moved a motion of urgent public importance, citing reports from the ongoing 2026 budget defence sessions that several MDAs received little or no capital releases despite approved appropriations.

He also highlighted the plight of contractors handling federal projects, many of whom are yet to be paid despite government approvals to clear verified liabilities. According to him, the delays have stalled projects, placed businesses under financial strain and undermined budget implementation.

During his presentation, Ikwechegh urged the House to invite President Bola Tinubu to explain why approved budgets had not translated into improved infrastructure and security.

The proposal divided lawmakers, with some supporting the move and others insisting that parliamentary oversight should first focus on ministers and heads of agencies responsible for implementing government policies.

Following a heated debate, the House adopted the motion and referred it to an ad hoc committee for further legislative action. However, House Speaker, Abbas Tajudeen, ruled that the proposal to invite the President could not be adopted because it was not contained in the official motion circulated before the debate.

The debate comes amid growing concerns over poor implementation of the 2025 budget, as several government agencies continue to report inadequate funding despite appropriations approved by the National Assembly.
