Rome Conference Secures €10 Billion to Fuel Ukraine’s Reconstruction Amid Ongoing Attacks

In a major show of international solidarity, a high-level donor conference in Rome has generated over €10 billion (approx. $11.7 billion) in pledges to support Ukraine’s economic recovery, Italian Prime Minister Giorgia Meloni announced.

The gathering — which drew leaders including Ukrainian President Volodymyr Zelensky, German Chancellor Friedrich Merz, and European Commission President Ursula von der Leyen, came as Russian forces escalated drone and missile strikes on Kyiv, intensifying pressure on the war-torn nation.

“These attacks are not warfare — they are pure terrorism,” President Zelensky declared in his opening remarks, calling on global partners to stand firm and accelerate support for Ukraine’s reconstruction.

Meloni lauded the collective response, describing the outcome as a “success story of multilateral cooperation.”

“We should be proud of what we achieved today — governments, institutions, business leaders, and civil society all stepping up,” she said.

Von der Leyen revealed that the EU signed €2.3 billion in investment agreements during the conference, aimed at revitalising Ukraine’s infrastructure, energy systems, healthcare, and private sector.

“These agreements can unlock up to €10 billion in long-term investment,” she stated. “We’re not just helping Ukraine survive — we are helping it rebuild. We are literally investing in Ukraine’s future.”

The Rome conference is the fourth major international summit to mobilise financial and strategic backing for Ukraine since Russia’s full-scale invasion began in February 2022.

Drawing inspiration from the post-World War II recoveries of Italy and Germany, leaders expressed hope that Ukraine, too, could emerge stronger from its devastation.

As the war grinds on, analysts say the pledges made in Rome could mark a turning point in Ukraine’s long-term rebuilding efforts, blending humanitarian urgency with a strategic bet on the country’s resilience.
