UN Warns of Lingering Uncertainty as Trump Delays Tariff Hikes

U.S. President Donald Trump’s decision to delay a major round of tariff increases may have offered short-term relief to global markets, but it is also prolonging uncertainty in the global trade landscape, the United Nations warned on Tuesday.

Just days before a self-imposed deadline to implement higher tariffs, Trump announced an additional three-week extension to give key trading partners time to negotiate exemptions. The tariffs, part of what the president calls his “Liberation Day” trade policy, were originally set to escalate this week.

Trump had first unveiled sweeping tariffs on April 2, including a baseline 10% duty on all imports, with threats of higher rates on nations failing to strike bilateral deals. After initial backlash and market volatility, he delayed imposing tariffs above 10% until July 9.

Now, ahead of that deadline, letters have reportedly been sent to more than a dozen countries — including major U.S. trade partners Japan and South Korea — outlining revised tariff threats unless agreements are finalized by a new August 1 deadline.

But global trade experts are sounding alarms.

“This extension is not necessarily good news,” said Pamela Coke-Hamilton, director of the UN-backed International Trade Centre, speaking in Geneva. “What it does is prolong instability. Companies and governments need predictability, not rolling deadlines.”

Analysts say the continued lack of clarity is affecting investment flows, disrupting supply chains, and creating a climate of caution among both exporters and importers.

While some countries welcome the extra time to negotiate, others see it as a pressure tactic with potentially destabilizing consequences for the world’s most interconnected markets.
