President Tinubu Constitutes Boards of BOA, NADF, and UBEC, Appoints Key Executives

New boards announced for Bank of Agriculture, National Agricultural Development Fund, and Universal Basic Education Commission to drive Nigeria’s agriculture and education sectors.

President Bola Ahmed Tinubu has officially constituted the boards of three critical institutions: the Bank of Agriculture (BOA), the National Agricultural Development Fund (NADF), and the Universal Basic Education Commission (UBEC).

The announcement was made in a statement released on Friday by the Special Adviser to the President on Information and Strategy, Bayo Onanuga.

Bank of Agriculture (BOA) Board

President Tinubu confirmed the earlier appointments of Muhammad Babangida as Chairman and Ayo Sotinrin as Managing Director of the BOA.

In addition, three executive directors and five non-executive directors were named, ensuring representation from Nigeria’s six geo-political zones.

Executive Directors:

  • Fatima Garba (Sokoto) – Corporate Services
  • Ka’amuna Ibrahim Khadi (Borno) – Risk Management and Strategy
  • Hakeem Oluwatosin Salami (Kwara) – Operations

Non-Executive Directors:

  • Aminu Malami Mohammed (North East)
  • Charles Amuchienwa (South East)
  • Oladejo Odunuga (South West)
  • Rabiu Idris Funtua (North West)
  • Kochi Donald Iorgyer (North Central)

National Agricultural Development Fund (NADF) Board

In October 2023, Muhammad Abu Ibrahim was appointed Executive Secretary and CEO of NADF, an agency designed to improve farmers’ and agripreneurs’ access to affordable capital.

President Tinubu has now formally constituted the board, appointing Bello Maccido, pioneer chairman of FBNQuest Merchant Bank Limited, as Chairman. He represents the North West and brings over three decades of experience in financial services.

Board Members:

  • Dr. Nelson Henry Essien (Akwa Ibom, South-South) – Financial consultant and banker
  • Amina Ahmed Habib (Jigawa, North West) – Chartered Accountant
  • Akinyinka Olufela Akinnola (Ondo, South West) – Engineer and entrepreneur
  • Hassan Tanimu Musa Usman (Borno, North East) – Founder, New Frontier Developments Ltd, former Access Bank director
  • Lufer Samson Orkar (Benue, North Central)
  • Felix Achibiri (Imo, South East) – Group Director, Genesis Energy Holdings; CEO, DFC Holdings Ltd

Universal Basic Education Commission (UBEC) Board

Senator Umaru Tanko Al-Makura, appointed Chairman in July, continues in his role. The board members are:

  • Uchendu Ikechi Mbaegbulem (South East)
  • Gift Ngo (South South)
  • Mrs. Ibiwunmi Akinnola (South West)
  • Dr. Meiro Mandara (North East)
  • Dr. Abdu Imam Saulawa (North West)
  • Professor Paul Ibukun-Olu Bolorunduro (North Central)

The chairman and board members of UBEC are expected to serve an initial four-year term. These appointments are expected to strengthen governance and strategic oversight in agriculture and education, sectors critical to President Tinubu’s economic and social development agenda.
