Lagos Government Announces Start Dates for New Laws Covering Fire Safety, Organ Transplants, Consumer Rights

Sanwo-Olu signs multiple laws with staggered commencement dates to ensure public awareness and readiness for enforcement

The Lagos State Government has announced commencement dates for several new laws signed by Governor Babajide Sanwo-Olu, following their passage by the State House of Assembly.

The operational timelines were outlined in Commencement Orders issued on the same day the governor assented to the laws. According to a statement from Mrs. Grace Alo, Director of Public Affairs at the Lagos State Ministry of Justice, the staggered dates are designed to provide enough time for public education, awareness campaigns, and infrastructure setup for effective enforcement.

Laws Taking Effect from February 19, 2025

  • Lagos State Fire and Rescue Service Law:
    This law establishes a legal framework to enhance fire safety, emergency response, and rescue operations across the state.
  • Lagos State Law Enforcement Training Institute Law:
    Aimed at raising law enforcement standards, this law mandates structured training and certification for officers across security and regulatory agencies.
  • Human Organ Harvest and Tissue Transplantation Law:
    This legislation regulates the donation, harvesting, and transplantation of human organs and tissues in Lagos State, with stiff penalties for illegal practices.
  • Consumer Protection Agency Law:
    This law creates a dedicated agency to protect consumer rights, handle complaints, and ensure fair trade practices in goods and services.
  • Victim Assistance and Witness Protection Law:
    Designed to support crime victims and shield witnesses from retaliation, the law encourages public cooperation with law enforcement through structured protection systems.
  • Laws Effective from August 4, 2025
    Local Government Administration Law, 2025:
    This reform measure clarifies the administrative structure of local governments in Lagos State, promoting greater efficiency, transparency, and accountability.
  • Lateef Jakande Leadership Academy Law, 2025:
    Named after the late former governor of Lagos State, the law institutionalizes a leadership programme to train and mentor young professionals for future roles in public service.

The Ministry of Justice noted that the time between assent and commencement would be used to sensitize residents, train stakeholders, and prepare the institutional frameworks required to support the smooth rollout of the new laws.
