
The Nigeria Customs Service (NCS) has announced December 31, 2025, as the official deadline for the transition from the existing Fast Track Scheme to the internationally recognized Authorised Economic Operator (AEO) Programme.
In a statement released on Friday, the NCS National Public Relations Officer, Abdullahi Maiwada, said the move underscores the agency’s commitment to aligning Nigeria’s trade facilitation systems with global standards.
Maiwada explained that the AEO Programme is anchored on the World Customs Organization’s SAFE Framework of Standards and is supported by Sections 108 to 111 of the Nigeria Customs Service Act, 2023.
He described the AEO initiative as a structured and tiered system that grants certified traders—who meet strict compliance, financial, and security benchmarks—priority treatment in customs procedures. These benefits include pre-arrival clearance, reduced inspections, expedited cargo release, and potential mutual recognition arrangements with other customs administrations.
“The AEO Programme aims to build mutual trust between Customs and the private sector, ensure cargo integrity, and enhance the transparency and predictability of Nigeria’s import and export processes,” Maiwada stated.
He added that the current Fast Track Scheme will be officially phased out by December 31, 2025. “All current beneficiaries must begin migrating to the AEO Compliance Programme by submitting their applications through the designated online portal.
“After the deadline, only companies approved under the AEO Programme will retain access to the trade facilitation benefits previously available under the Fast Track Scheme”, he said.
As part of the transition plan, the NCS will host a stakeholders’ engagement forum to provide guidance and ensure smooth implementation. Maiwada urged all eligible operators to take advantage of the programme, emphasizing that it offers both operational efficiency and a competitive edge in international trade.
“This transition is not only about compliance but about creating a safer, more transparent, and efficient trading environment for Nigeria,” he concluded.
