NARD Warns of Nationwide Industrial Action Amid Salary and Welfare Delays

Frustrated by delays in fulfilling outstanding salary and welfare commitments, the Nigerian Association of Resident Doctors (NARD) has threatened a nationwide strike unless the federal government takes decisive action within a month.

The warning was issued in a communique at the conclusion of NARD’s National Executive Council (NEC) meeting and scientific conference held from January 25 to 29, 2026, in Jos, Plateau State. The statement was signed by NARD President, Mohammad Suleiman.

While expressing appreciation to President Bola Tinubu, Vice President, Kashim Shettima, and other stakeholders for ongoing engagements, NARD highlighted several unresolved issues, including delayed implementation of the 25 and 35 percent consolidated medical salary structure (CONMESS), unpaid accoutrement allowances, and professional allowances specified in the 2026 Appropriation Act.

The association also raised concerns over non-circulation of directives affirming CONMESS 3 as the official entry level for medical doctors and persistent salary arrears in multiple health institutions. NARD further warned of worsening industrial relations at the Benue State University Teaching Hospital and called for urgent action on welfare, training fund releases, and nationwide health infrastructure investments.

NARD had earlier suspended a planned “Total, Indefinite, and Complete Strike” (TICS 2.0) on January 12, following emergency meetings with government representatives. Commitments were reportedly secured from the Ministries of Health, Labour, and Finance, the Office of the Head of Civil Service, IPPIS, the Accountant-General, the Budget Office, DSS, and the National Assembly, with direct intervention by Vice President Shettima.

While some demands have been partially met, the NEC stressed that outstanding issues remain critical. It cautioned that failure to implement the remaining agreements within four weeks could force doctors back into industrial action, potentially affecting healthcare delivery nationwide.
