FG Launches State-by-State Housing Campaign to Deliver Affordable Homes

In a bold push to tackle Nigeria’s housing deficit, the Federal Government has announced an ambitious state-by-state housing and homeownership campaign in partnership with state governments, private developers, and development partners.

The initiative aims to bridge the country’s housing gap and provide affordable homes for citizens.

Minister of Housing and Urban Development, Ahmed Dangiwa, unveiled the plan in Abuja while declaring open the 19th Africa International Housing Show (AIHS).

He reaffirmed President Bola Ahmed Tinubu’s Renewed Hope Agenda, describing housing as a central pillar of inclusive national development.

“We will embed Housing Reform Champions in state governments, convene State Housing Roundtables, and provide hands-on support to structure viable housing projects and unlock financing opportunities,” Dangiwa said.

Speaking before an audience of ministers, lawmakers, diplomats, financiers, development partners, and private sector leaders from across Africa, Dangiwa stressed that affordability remains the biggest obstacle to homeownership despite ongoing housing supply efforts across the continent.

“Across Africa, millions of families still cannot afford decent homes even when they are available. This administration is not just building houses; we are fixing the structural and macroeconomic foundations to make housing truly affordable and sustainable for Nigerians—today and in the future,” he declared.

The minister outlined the government’s three-tier Renewed Hope Housing Programme:

Renewed Hope Cities – large-scale urban housing projects.

Renewed Hope Estates – medium-scale developments across states.

Renewed Hope Social Housing Estates – targeted at low-income earners.

So far, over ₦70 billion in private capital has been mobilised under Public-Private Partnerships (PPPs) to fund large-scale urban housing developments nationwide.

Dangiwa also highlighted interventions by the Federal Mortgage Bank of Nigeria (FMBN), including:

The Rent-to-Own Scheme and Rental Assistance Product – easing housing costs for workers and young families.

The upcoming MOFI Real Estate Investment Fund (MREIF) – designed to expand access to affordable, long-term mortgage financing.

Reiterating the Ministry’s commitment to urban renewal and slum upgrading, Dangiwa aligned Nigeria’s housing reforms with the UN-Habitat Global Action Plan and the Addis Declaration on Inclusive Urban Development, pledging that “no one and no place is left behind.”

He called on development finance institutions, donor agencies, and private investors to move beyond dialogue and deliver tangible housing solutions.

“Housing is not a privilege. It is a right. When we invest in housing, we invest in people, jobs, cities, and our collective future,” he said.
