
The Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ibas (retd.), has expressed strong dissatisfaction with the slow pace of work on the Rivers State House of Assembly (RSHA) Complex, describing the project’s progress as “grossly abysmal” and far below expectations.
Ibas made the remarks during an inspection tour of the project site along Moscow Road, Port Harcourt, on Friday. The comments were contained in a statement issued by his media aide, Hector Igbikiowubo.
While on the tour, the Administrator also visited key sports facilities — including the Yakubu Gowon Stadium, Elekahia, and the Alfred Diete-Spiff Sports Complex — to assess their readiness for upcoming sporting events.
Criticizing the contractor handling the RSHA Complex, Ibas said the rate of progress was unacceptably slow and not in line with agreed timelines.
“On the performance level right now, I think the contractor needs to do more,” he said.
He further disclosed plans to summon the contractor for a high-level meeting aimed at realigning expectations and resolving delays. The goal, he said, is to ensure all stakeholders are fully committed to delivering the project on schedule.
During his visit to the sports facilities, Ibas commended Rivers youth for their exceptional performances in national and international competitions. He emphasized the state’s responsibility to provide modern, well-maintained infrastructure that supports talent development.
“The contractor handling the RSHA Complex project has been directed to immediately ramp up work,” Ibas said. “A high-level meeting will be convened to address bottlenecks and ensure compliance with agreed timelines.”
He reaffirmed the commitment of the state administration to infrastructure excellence, accountability, and timely project delivery, especially in sectors such as governance and sports development.
