As artificial intelligence rapidly advances, the United States and China are creating a new framework to address potential AI-related incidents and exchange views on the technology’s risks and benefits.

The White House said the two countries agreed on Friday to establish a bilateral communication channel for AI incidents following talks between US President Donald Trump and Chinese President Xi Jinping.

The leaders also agreed to create a “U.S.-China Super Intelligence (SI) Dialogue” focused on the risks and benefits of advanced AI, with the next exchange expected by November.

Ahead of the summit, Trump said, “Super Intelligence (SI) will be a big topic of discussion, but I want to leave it exactly where it is.”

Xi, meanwhile, called for the two countries to manage their rivalry while ensuring that AI remains under human oversight.

“We have both the capability and responsibility to develop and manage AI for good and ensure that the development of AI is always under human control”, he said.

The agreement comes amid growing international concerns about the safety, security and increasingly autonomous capabilities of advanced artificial intelligence systems.

A growing alliance of cybersecurity organisations, cloud providers and artificial intelligence developers is warning that organisations have less time to fix software vulnerabilities before attackers begin exploiting them with automated, AI-driven tools.

The joint alert highlights the increasing ability of malicious actors to use AI to identify weaknesses, develop attack methods and potentially exploit vulnerable systems at a much faster pace than traditional cyber operations.

Security experts are urging organisations to strengthen their defences by adopting automated code-analysis tools that can identify vulnerabilities earlier and support faster remediation.

They also recommend zero-trust security architectures, which continuously verify users, devices and access requests rather than automatically trusting systems operating within an organisation’s network.

The warning reflects growing concerns that generative AI could significantly accelerate the cyber threat landscape, giving attackers tools capable of carrying out complex activities with less human intervention.

As AI systems become more capable, cybersecurity teams may increasingly need to rely on automation and artificial intelligence to detect, assess and respond to threats in real time.

The shift could move cybersecurity away from conventional manual patching towards a more dynamic AI-versus-AI defence model, as organisations race to close vulnerabilities before increasingly sophisticated automated attacks can exploit them.

OpenAI is expanding access to GPT-6 Astra following an initial restricted rollout of what the company describes as its most capable artificial intelligence model to date.

Built to handle complex, multi-step tasks, Astra is designed to perform strongly in areas including computer operations, software engineering, advanced mathematics and professional workflows.

The model has recorded high scores across a range of academic and technical benchmarks, including terminal-based evaluations and scientific reasoning tests, highlighting its ability to tackle tasks that require multiple stages of planning and execution.

Its initial release, however, was affected by temporary access bottlenecks for some paid subscribers as OpenAI worked to fine-tune safety controls and cybersecurity screening measures surrounding the new capabilities.

Astra is designed to move beyond conventional conversational AI by allowing models to interact with digital work environments and carry out tasks with greater independence.

The development could accelerate the shift toward AI agents capable of completing end-to-end workflows, from analysing information and writing code to operating software and executing complex digital tasks.

As access expands, attention is expected to focus on how reliably the model performs in real-world settings, as well as the safeguards required when increasingly capable AI systems are given greater control over computer-based operations.

A new regulatory system is being introduced to tighten controls over communication devices in Nigeria, with the Nigerian Communications Commission moving to automate compliance with its Type Approval requirements.

The system will operate through the Commission’s Device Management System, designed to improve the tracking and management of communication equipment imported into and used in the country.

The NCC said the initiative is supported by Section 132(2) of the Nigerian Communications Act 2003, which requires service providers, manufacturers and suppliers to obtain Type Approval before communication devices are sold or deployed in Nigeria.

According to the Commission, the Device Management System will help verify that equipment meets technical and regulatory standards, identify non-compliant devices, improve network performance and boost consumer confidence.

The first phase is already underway, with the NCC working with the Nigeria Customs Service, original equipment manufacturers, importers and industry associations. The exercise will initially cover devices already in stock, while newly imported equipment will be subject to registration and authentication.

NCC Director of Technical Standards and Network Integrity, Edoyemi Ogoh, said the Type Approval Business Rules introduced in August 2024 provided the framework for establishing a Central Equipment Identity Register containing the International Mobile Equipment Identity numbers of SIM-enabled devices operating in Nigeria.

Ogoh said the Commission subsequently consulted industry stakeholders and conducted market studies to guide development of the automated compliance platform.

Under the new system, SIM-enabled devices imported into Nigeria must be registered before sale, while unregistered equipment will be prevented from connecting to local mobile networks.

The NCC says the system will also help block stolen devices reported to the relevant authorities and prevent illegally imported or non-compliant equipment from operating on Nigerian networks.

The Commission stressed that the platform will not access personal information stored on devices or monitor communications. Ogoh said it will only retain identification details, including IMEI numbers, for device identification and Type Approval enforcement.

A new artificial intelligence tool from Meta is designed to move beyond answering questions by helping users complete everyday tasks and manage longer-term goals.

Called Muse, the AI agent is currently available only in the United States and restricted to users aged 18 and above.

Meta says Muse can help with activities such as organising schedules, shopping and developing plans for major personal goals. Users can describe what they want to achieve, while the system helps break the objective into practical steps.

The company said privacy and security are central to the service, with Muse operating through a dedicated virtual machine intended to keep the agent and user information in a secure environment.

Users can access Muse through a standalone application or WhatsApp. The agent can perform relatively simple tasks, including sending emails and making travel bookings, as well as longer projects such as creating a 12-month fitness programme or helping establish a new business.

Meta says Muse can manage time and resources, open websites, complete online forms and, in some cases, negotiate on behalf of users.

The launch comes as technology companies increasingly develop AI agents capable of performing tasks rather than simply providing information.

Unlike conventional chatbots, AI agents can combine programmed instructions with the reasoning abilities of large language models to search for information, make decisions and determine the next steps with limited user input.

For instance, instead of only drafting an email response, an AI agent could potentially read an incoming message, determine an appropriate response and send it without requiring further instructions.

Muse is therefore part of a broader shift towards AI systems designed to independently complete real-world tasks for users.

Tensions between China and the United States over artificial intelligence have intensified after Beijing rejected U.S. allegations that Chinese AI companies are conducting large-scale efforts to obtain capabilities from leading American AI systems.

The dispute followed a cybersecurity advisory issued Tuesday by the FBI, National Security Agency and Cybersecurity and Infrastructure Security Agency. The agencies alleged that Chinese AI developers had been using a technique known as “distillation” to extract capabilities from some of the most advanced U.S. AI models.

According to the advisory, the activity had been ongoing since at least late 2024 and involved models including Anthropic’s Claude, OpenAI’s GPT, Google’s Gemini and xAI’s Grok.

The U.S. agencies specifically named DeepSeek, Alibaba, Moonshot AI and Z.ai, saying the activity was likely conducted with the knowledge of the Chinese government.

China’s Commerce Ministry dismissed the allegations on Wednesday as baseless, accusing Washington of trying to maintain control over the global AI industry.

The ministry warned that China would respond firmly if the United States used concerns over AI distillation to justify restrictions on Chinese AI companies.

It also said distillation is a widely used technique in the AI industry and is practised globally, including by U.S. companies. China’s Foreign Ministry separately rejected the allegations and urged Washington to stop what it called unsupported accusations.

The ministry said China and the United States, as major AI powers, should pursue cooperation rather than confrontation.

The latest dispute adds to growing tensions between the two countries over artificial intelligence, technology and access to advanced computing capabilities.

Digital innovation is being positioned as a key tool for formalising Nigeria’s informal sector, improving business trust and creating jobs.

The Senate and NITDA made the submission in Abuja at the unveiling of Sky ID, a Nigerian platform offering business communication, identity and verification services.

Chairman of the Senate Committee on Housing and Urban Development, Senator Aminu Tambuwal, said the National Assembly would continue to support legislation that creates an enabling environment for technology-driven businesses and employment.

An Assistant Director at NITDA, Dr Ahmed Yusuf Tambuwal, said digital tools could help small businesses formalise their operations, improve efficiency and expand their customer base, giving them access to bigger opportunities.

Founder and CEO of IT Sky Solutions, Almustapha Liman, said Sky ID was developed to strengthen identity verification and accountability in business transactions.

He said reliable verification systems could improve confidence between businesses and their customers, while technology should go beyond communication to strengthen commercial relationships.

Liman added that the company’s operations and channel-partner network were contributing to job creation, with about 1,000 people employed through its operations in India.

He said the company also plans to expand its trust and verification model across Africa, allowing businesses and individuals to communicate and transact with greater confidence across borders.

Nigeria is moving to establish common standards for innovation hubs across the country, as the Federal Government seeks to address differences in their capacity, service quality and impact.

The initiative, being developed by the National Information Technology Development Agency, NITDA, through the Office for Nigerian Digital Innovation, ONDI, will provide a national system for identifying, classifying, assessing and supporting innovation hubs.

Speaking at the Lagos Stakeholder Validation Workshop on the National Innovation Hub Standards Framework, NIHSF, ONDI National Coordinator, Victoria Fabunmi, said the framework is designed to strengthen and coordinate the innovation ecosystem, rather than introduce another regulatory requirement.

Fabunmi said the initiative could help Nigeria move from being one of Africa’s leading innovation ecosystems to the continent’s number one, with stronger hubs expected to generate more jobs, better solutions and greater economic impact.

She stressed that startups and young people should move beyond participating in programmes to developing solutions and enterprises capable of contributing to the real economy.

Fabunmi said the framework remains open to modification, with stakeholder feedback expected to identify gaps before it is finalised.

The HSF Lead Facilitator, Gbanaibolou Burutolu, said the framework became necessary because innovation hubs currently operate with varying approaches and capacities.

He said it would establish a common language, nomenclature, framework and architecture for hubs across Nigeria.

The proposed structure groups hubs into three categories: venture development, capability building and convening.

The assessment framework will cover seven areas: governance, infrastructure, programme delivery, human capital, networks and partnerships, track record and sustainability.
