<p class="isSelectedEnd">European Commission President Ursula von der Leyen unveiled the proposed age-based approach during her annual State of the Union address in Strasbourg, saying the measures are designed to give children different levels of protection as they grow.</p>
<p class="isSelectedEnd">Under the proposed rules, children under 13 would have no access to social media. Those aged 13 and 14 would be allowed only limited “mini accounts”, created and supervised by parents or guardians, with restricted features and a proposed one-hour daily time limit. Teenagers aged 15 to 17 would be covered by mandatory “safe design” requirements on platforms.</p>
<p class="isSelectedEnd">Von der Leyen said the EU must recognise that children face different risks at different stages of development, arguing that digital platforms should adapt their safeguards accordingly.</p>
<p class="isSelectedEnd">The proposal comes amid growing international concern over the impact of social media on children and teenagers. The European Commission has cited survey findings showing that many young people report stress, sadness or exclusion linked to social media, while excessive screen time has also raised concerns about their wellbeing.</p>
<p class="isSelectedEnd">Von der Leyen also referred to the death of a 14-year-old Belgian girl who, according to her mother, had been bullied online. The case has added emotional weight to the EU’s push for stronger safeguards for children in the digital space.</p>
<p class="isSelectedEnd">The proposed legislation could go beyond social media. Draft details reported ahead of its formal presentation indicate that online games and AI chatbots may also face additional child-safety requirements, while platforms could be required to eliminate addictive features such as infinite scrolling for younger users.</p>
<p class="isSelectedEnd">Platforms that fail to comply could face fines of up to six percent of their annual global turnover, according to draft details. The European Commission is expected to formally unveil the “Kids Act” on Thursday before the proposal moves through the EU’s legislative process.</p>
<p>The initiative marks a major escalation in Europe’s effort to make technology companies more responsible for protecting children online — with Brussels making clear that digital access for minors will increasingly come with age limits, parental controls and stronger safety obligations.</p>

										<content:encoded><![CDATA[<p class="isSelectedEnd">Three people have been killed and two others injured after a news helicopter crashed in the Chatsworth area of Los Angeles, sparking a fire and triggering a major emergency response.</p>
<p class="isSelectedEnd">The helicopter, identified as NBC Los Angeles’ NewsChopper4, was also used by Telemundo 52 and had been covering a deadly bus crash in the area when it went down shortly before 7 p.m. local time on Tuesday.</p>
<p class="isSelectedEnd">NBC4 confirmed that two of those on board were journalists Eliana Moreno and George Marciniw. The third victim was on the ground when the helicopter crashed and has not yet been publicly identified.</p>
<p class="isSelectedEnd">The aircraft came down between two commercial buildings, according to the Los Angeles Fire Department. The impact triggered a fire that spread to four vehicles and two storage containers, prompting the deployment of more than 70 firefighters.</p>
<p class="isSelectedEnd">The crash was broadcast against the backdrop of live coverage from NBC4, where veteran anchor Colleen Williams became emotional as she confirmed that the aircraft belonged to the station.</p>
<p class="isSelectedEnd">“We knew it was a news chopper. We knew we’d lost contact with our people out there, and we’ve just received confirmation,” Williams said during the broadcast.</p>
<p class="isSelectedEnd">LAFD Captain Branden Silverman said one person was found outside the helicopter after the crash and was pronounced dead at the scene. Two other people were taken to hospital with injuries.</p>
<p class="isSelectedEnd">Several news helicopters had reportedly been operating in the area as journalists covered an earlier collision involving a city bus.</p>
<p class="isSelectedEnd">Two people were killed and six others injured after an SUV crashed into the bus, according to CBS.</p>
<p class="isSelectedEnd">Tributes have since poured in from across Los Angeles. Mayor Karen Bass said she was “absolutely devastated” by the loss of life, while California Governor Gavin Newsom expressed condolences to the victims’ families and the NBC4 team.</p>
<p>The National Transportation Safety Board is leading the investigation into the helicopter crash, as authorities work to determine what caused the aircraft to go down.</p>

Palestinian Civil Defence officials say 14 people were injured, while nearly 100 others are believed to remain missing or trapped beneath the wreckage.</p>
<p class="isSelectedEnd">Rescue crews and local residents have been working side by side, digging through concrete and twisted debris, often with their bare hands. Footage verified by Al Jazeera showed children being pulled alive from the rubble, while cries for help could be heard beneath the collapsed structure.</p>
<p class="isSelectedEnd">One young girl was among those rescued alive, while other survivors, including children, were pulled from the wreckage and rushed to ambulances. But the search remains painfully slow, with rescuers facing severe shortages of heavy machinery and specialised equipment.</p>
<p class="isSelectedEnd">Civil Defence spokesman Mahmoud Basal said teams were continuing to recover bodies and search for those still missing. He warned that the lack of appropriate equipment was making it extremely difficult to reach people buried deep beneath the debris.</p>

<p class="isSelectedEnd">The Saudi-led coalition says the drone was brought down on Tuesday evening before it could enter Mecca’s restricted airspace. Coalition spokesman Turki al-Maliki described the incident as the second alleged Houthi attempt to target the holy city, following a ballistic missile launch in 2017.</p>
<p class="isSelectedEnd">He warned that the security of Mecca, home to Islam’s holiest sites and a focal point of the annual Hajj pilgrimage, remains a “red line.”</p>
<p class="isSelectedEnd">The reported incident has drawn condemnation from Muslim-majority countries and the Organisation of Islamic Cooperation, which described any attack targeting Mecca or the wider holy sites as unacceptable.</p>
<p class="isSelectedEnd">But the Houthis have rejected the Saudi account, denying that they targeted Mecca or any Islamic holy site. <p class="isSelectedEnd">The Bihar Water Resources Department says all seven major rivers in the state have risen above their designated danger marks, triggering widespread flooding across several districts.</p>
<p class="isSelectedEnd">The situation is particularly precarious because Bihar lies downstream of neighbouring Nepal, where deadly floods and landslides last month underscored the region’s vulnerability to extreme rainfall and rapidly rising waters.</p>
<p class="isSelectedEnd">At least 20 people have reportedly died in flood-related incidents, while vast areas of farmland remain submerged, threatening crops, livestock and the livelihoods of thousands of farming families.</p>
<p class="isSelectedEnd">Authorities say emergency operations are underway, with the state government establishing 13 relief camps and deploying nearly 1,800 rescue boats to evacuate stranded residents and deliver assistance to affected communities.</p>
<p class="isSelectedEnd">More than 1,000 community kitchens have also been activated to provide food to families cut off by the floodwaters.</p>
<p class="isSelectedEnd">But for many residents, the emergency has become a struggle for basic survival.</p>
<p class="isSelectedEnd">In Saran district, residents say homes and livelihoods have been swept away, leaving families dependent on emergency supplies for food and safe drinking water.</p>

										<content:encoded><![CDATA[<p>The Bombay Stock Exchange (BSE), Asia&#8217;s oldest stock exchange, has evolved from informal stock trading under a banyan tree to a technology-driven marketplace accessible through smartphones.</p>
<p>Managing Director and Chief Executive Officer Sundararaman Ramamurthy told a delegation of international journalists visiting the exchange.</p>
<p>Addressing the delegation during a familiarisation tour of BSE&#8217;s historic trading hall, Ramamurthy said the exchange, now 151 years old, emerged from a group of traders who conducted stock transactions beneath a banyan tree in Mumbai.</p>
<p>He said India has a documented stock trading history spanning more than 200 years, with early evidence found in newspaper advertisements placed by buyers and sellers seeking to trade securities.</p>
<p>According to Ramamurthy, the informal trading association later became the Native Share and Stock Brokers Association before developing into the modern stock exchange.</p>
<p>He noted that the hall where the journalists were received once housed BSE&#8217;s iconic trading ring, where brokers gathered to execute trades through verbal bids and hand signals before the advent of electronic trading.</p>
<p>&#8220;Today there is no trading ring,&#8221; he said, explaining that trading moved from the exchange floor to brokerage offices, then to investors&#8217; computers and now to smartphones.</p>
<p>Ramamurthy said India&#8217;s investor base has expanded significantly, with about 260 million unique investor accounts participating in the securities market. However, he said the figure remains relatively small compared with India&#8217;s population of more than 1.3 billion people.</p>
<p>&#8220;There is a long way to go for our markets in terms of growth,&#8221; he said.</p>
<p>He added that the exchange has transformed beyond being merely a trading venue.</p>
<p>&#8220;What it has resulted in is this place is no longer a simple stock exchange. It is a temple of trust,&#8221; he said, emphasising the importance of investor confidence, regulation and transparent market systems.</p>
<p>Ramamurthy said stock exchanges play a critical role in national development by converting household savings into productive capital that supports economic growth.</p>

<p class="isSelectedEnd">The latest attacks come as the Iran-backed Houthis intensify their confrontation with Saudi-supported government forces, following the renewed outbreak of Yemen’s civil war in July.</p>
<p class="isSelectedEnd">The rebels have also expanded the conflict beyond Yemen, announcing a maritime blockade against Saudi Arabia and carrying out attacks on vessels operating in the Red Sea.</p>
<p class="isSelectedEnd">Tensions escalated further last week after the Houthis claimed control of Yemen’s Red Sea coastline and the strategic Bab al-Mandab Strait, one of the world’s most important maritime chokepoints. The development has heightened concerns over global shipping as the wider conflict involving the United States and Iran continues to disrupt regional trade routes, including the Strait of Hormuz.</p>
<p class="isSelectedEnd">Saudi authorities responded to the latest escalation by issuing security alerts across the governorates of Mecca, Jeddah and Taif. The warning covering Mecca marked the first such alert for the holy city since the current Middle East conflict began, although it was lifted shortly afterwards.</p>
<p class="isSelectedEnd">Earlier, Saudi civil defence authorities had also issued temporary air-raid warnings across six regions as the country remained on heightened alert.</p>
<p class="isSelectedEnd">The Houthis have increasingly threatened Saudi Arabia’s vital energy infrastructure, raising fresh concerns for global oil supplies. Saudi Arabia is the world’s leading crude oil exporter, and renewed attacks on its facilities have helped push international oil prices above 100 dollars a barrel.</p>
<p class="isSelectedEnd">The violence has also intensified inside Yemen. A Houthi strike in the west of the country on Monday killed eight government soldiers, according to two military sources.</p>
<p class="isSelectedEnd">The rebels have meanwhile claimed responsibility for another major assault involving dozens of ballistic missiles and drones targeting King Khalid Air Base in Khamis Mushait, in southern Saudi Arabia.</p>
<p>With attacks spreading from land to sea and targeting critical infrastructure, the latest escalation is raising fears that Yemen’s conflict could increasingly threaten regional security and global energy and shipping routes.</p>

										<content:encoded><![CDATA[<p class="isSelectedEnd">A United States federal judge has temporarily blocked the implementation of new Trump administration rules that would impose tighter limits on how long foreign students and journalists can remain in the country.</p>
<p class="isSelectedEnd">The preliminary injunction, issued by District Judge Dennis Saylor, came just a day before the Department of Homeland Security was due to enforce the new visa regime.</p>
<p class="isSelectedEnd">Under the proposed rules, international students would no longer be allowed to remain in the United States for the full duration of their academic programmes. Instead, most would be granted stays of up to four years and would need to apply for extensions to continue their studies.</p>
<p class="isSelectedEnd">Foreign journalists would face even tighter restrictions, with their stays reduced to a maximum of 240 days, or about eight months, compared with the previous five-year limit. Journalists from China would be restricted to 90-day stays, although both categories could seek extensions for similar periods.</p>
<p class="isSelectedEnd">The changes triggered a legal challenge from a coalition of unions representing universities, educators and journalists, who argued that the new restrictions could disrupt academic programmes, research and international journalism.</p>
<p class="isSelectedEnd">Judge Saylor has now put the rules on hold pending further legal proceedings, although he did not rule on the substance of the case. A further hearing has been scheduled for October 2.</p>
<p class="isSelectedEnd">In a detailed memorandum accompanying the injunction, the judge raised serious concerns about the proposed system, particularly the broad discretion it would give immigration officials to deny visa extensions.</p>
<p class="isSelectedEnd">He noted that the existing system has enabled tens of millions of international students, researchers and academics to contribute to advances in science, medicine and technology, while also generating significant economic benefits for the United States.</p>
<p class="isSelectedEnd">The proposed framework, he argued, could sharply reduce the number of foreign students, researchers, professors and journalists able to remain in the country, while leaving applicants with little or no avenue to challenge extension denials.</p>
<p class="isSelectedEnd">The judge also expressed concern that foreign journalists critical of the US government could be particularly vulnerable under a system where visa renewals would largely depend on discretionary decisions by immigration officials.</p>
<p class="isSelectedEnd">DHS had defended the new restrictions on national security grounds. But Judge Saylor questioned the strength of that justification, describing the evidence supporting it as limited and largely based on a small number of individual cases.</p>
<p class="isSelectedEnd">The dispute comes as the Trump administration pursues a broader immigration crackdown, combining tougher enforcement with new restrictions on legal routes into and through the United States.</p>
<p class="isSelectedEnd">The potential impact is significant. More than 1.1 million international students studied in the United States during the 2023–24 academic year, making the country the world&#8217;s leading destination for international education.</p>
<p>For now, the judge&#8217;s injunction keeps the existing system in place, but the October hearing could determine the next major turn in the legal battle over Trump&#8217;s proposed visa restrictions.</p>
