The agency said it has received $1.8 million of the $25 million needed to strengthen the response, leaving a major funding gap. According to its latest report covering July and August 2026, Nigeria has recorded 57,030 suspected cases and 357 deaths across 35 states and 183 Local Government Areas.

Borno remains the epicentre, accounting for 55,452 cases and 308 deaths across all 23 LGAs, with Maiduguri, Monguno and Jere recording the highest burden.

UNICEF said 12,794 children under five and 12,280 aged six to 14 are among the suspected cases, while displaced people, returnees and host communities remain particularly vulnerable. The agency linked continued transmission to poor water and sanitation, limited treatment capacity, weak surveillance, insecurity, misinformation and delayed access to care.

UNICEF said it has supported oral cholera vaccination for about 2.8 million people in Maiduguri and Jere, alongside water chlorination, household disinfection, hygiene campaigns and emergency sanitation measures.

In Borno, the treatment network includes four Cholera Treatment Centres, 31 Treatment Units and 56 Oral Rehydration Points, providing 961 beds.

The agency said seasonal flooding, inadequate WASH infrastructure and displacement linked to prolonged insurgency are also contributing to the outbreak.

The World Central Kitchen workers – three Britons, a dual U.S.-Canadian national, a Pole, an Australian and a Palestinian – were killed when an Israeli drone struck their convoy after they supervised the unloading of food aid.

In a joint statement, Britain, Canada and Australia described the decision not to pursue criminal investigations as “shameful”, saying they had repeatedly urged Israel to conduct a full investigation and hold those responsible accountable.

Poland also expressed disappointment and summoned Israel’s ambassador in Warsaw over the decision. The government had raised concerns over the steps taken to establish what caused the incident and confirmed that its own investigation was underway. It also called on Israel to provide Polish investigators with relevant information and materials.

Polish Deputy Foreign Minister, Ignacy Niemczycki, said Warsaw considered the decision surprising and expected further clarification. The Israeli military acknowledged several errors at different levels of command but said its preliminary investigation found no “reasonable suspicion of criminal misconduct”.

Britain, Canada and Australia also criticised the timing of the announcement, saying it was particularly troubling that it came on World Humanitarian Day. Israel maintains that its military operations in Gaza target Hamas fighters and says it investigates some incidents involving civilian casualties.

Coordinating Minister of Health and Social Welfare, Professor Muhammad Pate, said the proposed reform is part of efforts to reduce suicide deaths and attempts by 15 per cent by 2030.

Speaking after Wednesday’s FEC meeting in Abuja, Pate described suicide as a major public health concern, citing World Health Organisation estimates of more than 7,000 suicide deaths and about 300,000 attempts annually in Nigeria.

He said the impact extends to families and communities, with more than 450,000 Nigerians requiring psychosocial support each year.

“Council looked at this issue, and a task force had been set up following a resolution of the House of Representatives, which is supportive of this.

“Together with the Ministry of Justice and the Ministry of Health and Social Welfare, we worked towards an amendment of the Mental Health Act, and that has now been passed by the Federal Executive Council and will be transmitted to the National Assembly for enactment,” Pate said.

Attempted suicide remains punishable under provisions of the Criminal Code Act and Penal Code, which Pate said conflict with the care-focused approach of the National Mental Health Act.

“Attempting suicide is not a crime. If someone, because of mental health illness, attempts to harm themselves within the context of those colonial-era laws, you can arrest them and prosecute them for breaking the law.

“But these are people that are actually ill. It’s like getting somebody who has tuberculosis and asking, ‘Why did you have tuberculosis?’ So it’s changing the paradigm to one whereby they require care and support.”

Pate said the amendment followed consultations involving mental health advocates, the Ministry of Justice, the Attorney-General’s Office and the National Assembly.

The proposed legislation will now be transmitted to the National Assembly for consideration, as the government seeks to shift the response to attempted suicide from criminal prosecution to treatment, care and psychosocial support.

“Hopefully, that will reduce episodes of suicides that are successful or even attempted. Our goal is to reduce by 15 per cent by 2030,” Pate said.

The warning covers Kaduna, Niger and several other states, with the agency attributing the risk to rising river levels that could cause waterways to overflow and inundate surrounding communities.

NiHSA Director-General, Arc. Umar Mohammed, said communities located on floodplains should prepare to move to higher ground, while authorities are expected to activate early-warning and emergency response measures.

The agency is also calling for the clearing of blocked drainage channels and water outlets, as well as the movement of people, livestock and valuables away from vulnerable areas. Residents have been warned against crossing flooded roads, bridges and fast-moving water, either on foot or in vehicles.

The affected states include Kaduna, Niger, Taraba, Ondo, Oyo, Rivers, Abia, Adamawa, Akwa Ibom, Anambra, Bayelsa, Benue, Borno, Cross River, Delta, Ebonyi, Edo, Enugu, Gombe, Imo, Jigawa, Kogi, Kwara, Nasarawa, Lagos, Ogun, Osun and Plateau.

NiHSA says the latest forecast reinforces the need for communities and authorities to act before flooding occurs, particularly in areas located along rivers and floodplains.

The agency has urged residents to remain alert, keep waterways free from obstruction and rely on official bulletins for updates throughout the forecast period.

Under the proposed guidelines, healthcare personnel should work a maximum of 48 hours per week, including weekends, with authorised extra hours properly compensated.

The recommendations also include a maximum of eight hours for day shifts, six hours for afternoon shifts and 24 continuous hours of duty.

NARD is also proposing no more than two call duties per week, one weekend call per month, at least 12 hours of rest between regular shifts and a mandatory 24-hour rest period after call duty.

The association further recommends at least one hour of break after six hours of continuous work.

NARD said the proposals followed a nationwide assessment involving 6,350 healthcare personnel across Nigeria’s six geopolitical zones, which identified excessive working hours, fatigue, burnout and inadequate rest as major concerns.

The association said the conditions could also affect patient safety and has forwarded the proposed guidelines to Medical Directors and Chief Medical Directors for implementation.

NARD, however, said longer working hours may be permitted during genuine emergencies where patient safety and continuity of care require exceptional arrangements.

The association also disclosed plans to release a separate document addressing what it described as the casualisation and abusive locum appointments of doctors.
